  1. I've never seen an American road just collapse from normal levels of rain fall. Now a flood will take roads out, but not light rain.

  2. In fairness we have a road that occasionally does this during massive flooding in our town in North Florida. The road is built on a high ridge overlooking the bay, but we have to have a road there. It just gets fixed every 50 years or so when a big chunk falls into the bay.
