  1. State governments are hurting because they have to maintain federal mandates without necessarily receiving federal funds. Since the republicans' contract on America in the 90s, the federal government doesn't need to fund mandates, but budgets have to be balanced. And States ended up having to absorb the majority of that responsibility for balancing budgets. That's why police departments can now practice civil forfeiture. Just as long as you don't up the taxes of the 01% anything goes. Drug laws are revenue builders without taxation. Run for local office Styx! Vermont is doing well compared to what happened to California with Enron and the installation of Arnold. Jerry Brown is better, but he's struggling trying to balance a state budget that is overwhelmed with Federal mandates. Of course California birthed Reagan and perhaps we deserve what we've got.
