I am not sure what Trump is doing differently that Obama wouldn't have done as well if he was in office with Puerto Rico under the currently austerity situation Obama put in place. I think some here in the US are trying to use Puerto Rico as another indication of "racism" on Trump's part. And that's is just not true.
