Congress doesn't allocate "tax dollars". They just pretend they do. Actually taxes aren't used for funding. America doesn't really have a "balance sheet" anymore than Wall St. does. All those billions spent in the market don't exist in the USA, most are held in the Caymans, Switzerland and other banks. Ask Mitt, the Clintons and even Trump. Want to really cure the immigration issue, both parties need to address the incentive those that hire them have. But neither party is really interested in that are they? Wonder why people are still risking their lives to come here? Because they know they can find jobs here.
