the problem with peace agreements involving Ukraine, is that Ukraine never honours them. see: Minsk Agreement.

@crystal2484 this is a good argument to explore. i suggest that after the american backed coup in kiev and the installation of a national socialist government, the different districts of ukraine were entitled to choose s different path. Crimeans voted 93% in favour of rejoining russia. they call it democracy. in backing the overthrow of a elected government, was the US honouring the terms of the Budapest memorandum?

@antonysmyth2464 got me. a little research proves this true. but: Russia will not start a war in Ukraine, the country's President Vladimir Putin has said, but warned that the US and Nato have left little room for compromise after ignoring his demands.
