  2. Instead of taking care of the reasons for people to be homeless such as unemployment, ridicoulusy expensive housing, drug abuse epidemic and so on the US goverment only cares about the symptoms when building more homeless shelters.

  3. If you are talking about Sweden then the answer are, corruption. Politicians and bosses for various authorities are rewarding themselves with insanly high salaries but their lack of intelligence results in disastrous policies being implemented left and right.
