  12. @ you dont seem to be understanding my posts..... here, lets try it this way. 1 -who controls the executive branch? 2 -who controls these departments? 3 -who can make changes in how these departments operate? 4 -who can dissolve these departments? (hint, 1, 2 & 3 are the same answer)
