  2. Gee, maybe we should just return to committing mental patients to hospitals, and treat their problems, instead of tossing them on the curb, like a used couch? California used to have many mental hospitals, that treated mental problems, and many outpatient treatment facilities, before Reagan became governor. While there was always a town drunk or two, there weren't huge encampments of homeless people, self medicating themselves.

  3. LA voted to do that. But, the cost of building a single unit was insanely expensive, due to regulations.
