  1. 1. If the person they talked to had been slipping in shitty pictures to embarrass others, would he cop to it now? 2. There is no proof that there weren't 2 envelopes delivered. It doesn't sound like a high security operation. 3. Anyone can steam open an envelope, add something and reseal it. 4. If such a racist photo was submitted, why wasn't it flagged?
