  1. The problem is he repetitively gave a false reason to attack the count, but stopped short of actually saying "Attack!". Michael Cohen is correct, he gives directives like a mob boss. Gee, X is causing us problems. It would be real nice if X had and accident. So, he told his problem to his cult followers, Pence wouldn't stop the count, directed them towards Congress, and let them loose. He didn't directly tell them to mob the Capitol, but sure insinuated that he'd like it.
