I got hit by an EMP pulse, while driving to a dance camp in upstate New York. Since I'm from the west coast, I was relying on my Garmin GPS, which stopped working, as did our backup cell phones. It's a good thing I believe in redundancies, and had a printout of the directions, or we would have never arrived at camp. That was when my friends stopped deriding me for having printouts of everything, just in case.

Then you didn't think it through. Falling from such a altitude, onto dry land, would have caused a lot more damage to the device, and would have damaged anything it hit. A sea downing meant not only less damage to the spy equipment, so it could be studied, but did not risk taking out a person, their animals or their buildings. Imagine the outrage, if it had been downed in Montana, and killed someone or their cattle.
