I know a nuclear physicist, who wrote a paper, which contained a lot of his calculations, while he was working in the UK. Then he was hired by the nuclear research facility in Los Alamos. He wanted access to the paper, that he had written, so he wouldn't have to redo his calculations, but it was classified at a higher level than he, a citizen of another country, could receive. He couldn't even access a paper he alone had written, and had to call a colleague, in the UK, and have it mailed to him. (Like the mail is super secure.)

That's not how it works, or could work. Do you think NARA keeps track of all classified documents? It doesn't. I receives documents, from POTUS and VPOTUS, when they leave office, and keep track of those. But, other classified documents, like those generated in the several branches of the military, DARPA, ONE, FBI, CIA, etc. etc. never go to the archives, but are retained (hopefully) in the issuing department.
