So, either he knew he was breaking the law, as he had been told numerous times what he wanted was illegal, or he was totally delusional, and thus unfit for office. It does not matter what he believed, especially as he had been told, by experts, what he wanted was unconstitutional. Try shooting someone, then claiming you thought your gun was a camera.
