Of course water molecules are excited by microwaves, which is how microwave ovens heat our food. You add energy, of the microwave frequency, to the system, and the water molecules 'heat up'. I don't know what you mean by a temperature being defined, but water is a solid at or below 0C, and a gas at or above 100C. Between those two temperatures it is a liquid. (At or around sea level.) That is well defined.

Humans generally hear sounds between 64 and 23,000 HZ, dogs between 67 and 45,000 Hz. Microwave is defined as between 300 MHz and 300 GHz. Since neither human nor dog sound perception falls in the microwave range, they must be detecting the effects of the microwave, rather than the microwave itself.
