Israel was having a problem with vaccine hesitancy, so initiated a green passport system. Since the vaccine were administered through their kupat cholim, it was easy for citizens and residents to get vaccinated. Then, they had to download an app, which showed they were fully vaccinated. Only if they had that green pass could people attend concerts, sporting event, or go to malls or the gym. There also was a problem with the Haredi population, so they set up vaccination sites in religious neighborhoods, on Fridays, and gave cholent to anyone who got vaccinated. It was much more a carrot approach, you want to have a normal life again get vaccinated, and it worked. Israelis love their kanyonim (malls), it's like the US used to be in the 1980s.
