India, as a country with a lot of pharmaceutical manufacturing, decided to produce their own vaccine. They chose two platforms, one using the methods developed by Astrazeneca, a chimp adenovirus vectored vaccine, and the other an attenuated virus vaccine. They ramped up everything, except for several imported supplies, like the biobags for growing cell cultures. Their European and American suppliers are sending all their output to European and American vaccine manufacturers, and cannot send India the supplies they need. Modi contacted Biden, and asked for supplies, and Biden told him that the DPA required those supplies to stay here. They got a similar response from the EU. India was shortsighted, in not developing all the infrastructure they needed to manufacture vaccines, and think that they could get vital ingredients from countries that also need them. This is the downside to an international supply chain, as the US found, early in the pandemic, when we couldn't get PPE from China. And, unlike the P1 variant from Brazil, the Indian variant doesn't seem to be more infectious or evade vaccine immunity. The problem is just a lack of vaccination.
