  1. I had something similar happen to me walking home, when I was 13. Luckily, I was near my father's office, when the guy started running towards me, I ran into my dad's office, and his receptionist called the cops. Fifty years later, it still give me the creeps.

  3. It is very rare. And it unfair to imprison children because a tiny number of sickos. A lot more of "these freaks" take positions where they can be in contact with children, like coaches or scout leaders. Are you advocating children should not be able to enjoy childhood, no ball games, no playing in the park, no camping with friends, etc.? And at what age would you finally give them some freedom? The solution is not to imprison all children, but to keep a lookout for creeps, and teach your children how to defend themselves.
