Both countries want to dominate the world. But, China prefers to dominate through economic policies, like Belt and Road, while Russia uses military force. Other than oil and gas, Russia has little to offer the world, and can be more easily isolated. China has built rail lines, roads, ports and antennae, around the world, and is a production powerhouse, so would be harder to cut out. However, China is also more dependent on other countries, than Russia.

Carter was even more clueless about intelligent foreign policy, than Trump. When the Shah left Iran, and it looked like a democratically elected leader might take control, the ayatollah decided to return, and put a brutal theocracy in place. He was living in France, and France asked Carter if it they should allow him to return. Like the moron he is, Carter said yes. Iran is now the source of terrorism around the world, backing militias making hell holes of other countries, while the Iranian people starve. All that could have been prevented, if Carter had had the intelligence to tell France "No, keep him away from Iran."

Russia is currently offering to sell arms and defense systems, to the Saudis and Emirates, more powerful than those the US is willing to sell. They are offering to help countries in the Arabian peninsula, fight against Iranian backed militias, if those countries side with Russia, rather than NATO. At the same time, it aids Syria and Iranian backed militias, fight against the native Sunni and Kurdish population. Turkey stays in NATO, but also buys systems from Russia, and sides with them in Syria. It feels like the world has reverted to Soviet days, with US vs USSR power plays, and no clear idea who is on our side.
