  3. All those things sound great. But, SCOTUS put an end to campaign finance limits. Few Congress members would give up their sinecure. And you'll never get rid of the Electoral College. Do you really expect states, that benefit from more power than their population should grant them, will willingly give up their unfair power advantage?
