  1. In corrupt countries, the justice department is used as a weapon against political opponents. Often, when government changes hands, the previous administration is convicted in kangaroo courts and jailed, or killed. That was why it was so wrong, when Barr used DOJ to harass political opponents of Trump, and ignore the crimes of his cronies. Garland is trying to return DOJ to normalcy, which is why he wants to avoid even the appearance of political retribution.
