At least they aren't outside on the streets being swept away with all their belongings and with people preying on them every day. They live together and help each other, even enjoy being around each other. The little girl looked like she could concentrate and do her homework there. I think the aim has to be to provide better and not say that what they have shouldn't exist lest that disappear, and they end up in an internment camp or on the street. What they have they can appreciate for what it is. I wouldn't call them less fortunate. They are able to cope and live with people in tight spaces. Maybe you can say they deserve better.
