  1. This always happens. If it is open to everyone, then everyone shows up. The Hispanics get to the front and get first pick of things. If they want it for only NYCHA residents, put it on their property so other people can't get in. Do they have a community room in those buildings? It is sad about the migrants, but the Americans aren't as aggressive. A lot of them are disabled and elderly and can't get out early to be at the head of the line.
