  1. You don't call the police because you think they are going to help someone. Getting apprehended results in people coming back crazier from the abuse they take. You call the police because you don't care what happens and you want to stop someone. This guy sounds like maybe he was mental for some reason. Did anyone there know him enough to gauge a motive? His last name, Och, sounds German like he is only half Chinese. Was that a motive that he felt marginalized by the neighborhood?
