So far eleven minutes into this, I can tell that boy is very self-centered and conceited and that he was jealous of his cute new little sister who had a lot of personality and charisma that he doesn't. I think he destroyed her Pokémon deck out of spite, then tried to get her in trouble stealing, and then decided to kill her. He was on a hate rampage. Somehow, he was over indulged, and his narcissistic ways were nurtured to the point that he didn't consider consequences. He was crying like a baby when he knew he was in trouble. The mom was just comforting him but not really reacting to the fact of what he did. He is like a mini psychopath plotting someone's doom or just concocting it on the fly while he was pretending to want to help her out.
