  1. It would be cheaper to just hire a sanitation crew to come by and keep it neat and tidy. Now there are homeless people scattered all over and the city is paying the towing, impound fees, and massive cleanup. They need to leave these people alone and stop putting them in tiny homeless shed compounds that are expensive. These people are self-sufficient and proud. Let them do their thing and just try to keep it under control. They are working against the homeless not with them. They make them feel hunted and I see why.
