Children from NYC grow up to be tolerant and accepting of different people. If you are going want to control how everyone acts in a city of millions, city life isn't for you. You learn how to get along with different people and avoid conflicts with them. You don't expect people to act a certain way. I had a guy scream at me when I tried to explore a side trail off the East River Park walkway. I just yelled back and kept walking. I guess he thought I was messing up his camping spot by walking on a public path. It was scary but there were people all around. There is only so much a person is willing to do in front of many witnesses. If you go to a more isolated area, you think it is more under control, but really, people can do a lot more where no one is looking.
