Let the landlord try to evict them over that. Let him try to tell the judge his sob story. He technically will lose. They think of tenants as ignorant slaves desperate for a place to live. They think they will scurry like rats at the first time of trouble. Maybe it was even a setup where they both get to collect. The ultimate goal is just to run out the low-income tenants without letting the building fall into disrepair. These federal agencies are paper pushers. They don't advocate for the tenants like they are supposed to. They tell you to get a lawyer as soon as the landlord gives you trouble. If the tenants have their bank records that they paid the rent, the judge has to say it isn't their fault, so they can't be evicted for nonpayment. There is a war on low-income and affordable housing and people on Section 8 and subsidized housing. They want this class of people run out into the streets.

It is against Section 8 guidelines for the landlord to ask more of a tenant than the contracted rent portion, and it is against the rules for the tenant to pay it.
