  1. Three thousand a month to live in a slum, and they want to stay because there is nowhere to move to. People are stuck in place now for many reasons. If they lose their place, they are on the streets. Landlords get money from 30% of the tenants. What about their repairs? I think at some point tenants give up. You can take off that shower head at least and clean it. If you keep the buildings nice, it inspires the tenants to do the same.
