  1. The building needs to pay everyone's expenses to move out, and they need to write this whole project off as a loss. It never should have been built there. A road is one thing, a single family home is one thing. This is so much more weight and pressure on the destabilized ground that it it is the straw breaking the camel's back. They are going to get sued and maybe go to prison if this building collapses and there are dead bodies because they just ignored the situation.
