  1. Where is this happening? It seems landlords want any excuse to run out tenants who have been there a long time so that they can rehab and raise rents. Is there rent control or section 8 people there? They do it to these people who have modest yearly rent increases. If they are worried about AC's falling, then why don't they just install wall units or have the window units on the brackets and have their maintenance men install them personally? AC is considered a necessity for health reasons in the US to the point where you can get it subsidized. These apartments can get very hot, so AC isn't just some frivolous thing.

  2. No one is giving free electricity in a high rise. They probably pay it themselves.
