  2. As long as units are improved so that landlords can raise rents, there will be fewer and fewer successful transactions as far as investments and in providing homes. People can barely afford normal rent let alone luxury rent. They are wasting their time kicking out long standing paying tenants just to get more affluent tenants. There really aren't that many affluent people, and most of them are going to buy homes. People who rent tend to be lower income, so increasing the rent is cutting out the customer base. Their safest bet is to actually cater to section 8 housing. That way the income is guaranteed and paid directly to the landlord by the government for 2/3 of the tenant's verified income. You have prescreened, second source closely monitored tenants who are eager for safe, decent affordable housing. They don't need all the fancy amenities just basic maintenance and management. As long as landlords act snobby and turn their noses up at renting to the poor and catering to them instead of people, they would want to rub shoulders with, there is going to be a lack of qualified tenants able to pay. The ROI will not add up at that point with a chunk of the equation missing, namely the income stream from rents.
