Maybe he just likes following women to look at them. If he was going to make a move maybe he would have. Maybe he thought he was being filmed because she was interested in him. I am wondering why she didn't ask him what he was doing, get angry at him, or maybe just go in a store and stare at him back and then confront him. You can turn around and say, are you following me? The person might get mad and deny it, but the will probably stop. He is probably just bored and lonely.
