I think you are a good person for cleaning the garbage. You didn't make the mess, but when you cleaned it, you helped a lot of people have a better quality of life. I think it should be a law that all new construction should have either an alleyway or an alcove for the dumpsters built into the plan. They probably did away with those features to make more money per square foot, but having garbage out front really decreases the property value in my opinion.
