I guess the homeowner could file a lawsuit to get the money he paid for the property back. He has the proof to show the judge that it was a fraudulent sale. He can maybe sue for damages also. The recorder of deeds is corrupt, indifferent and incompetent. Maybe contact the state consumer affairs department or attorney general or someone high up in the state to look into him. Just because they have a lot of papers to process, they don't have to look at them? Why not get a machine then? He is offering nothing to the service of his office.
