First all the boarding homes, rooming houses, single room occupancy hotels were run out. Now there is a shortage of low income, section 8 useable housing. There is only high-end luxury type construction, and the cheap places are being torn down and the residents run out. That is probably the game the landlords are playing here. They want to get these people out, then they will fix it and charge a lot more.
