These people died young in these institutions of indifference anyway. Why should it cost millions for administrators to get rich when their day to day care was provided by minimum wage workers with criminal records and mental health problems? The whole thing is such a scam. They act as if it is for free, then they hit people with the bill. If you have a home, have a family friend come in to care of people and pay them yourself. They don't get any special treatment or stimulation in an institution, they are probably neglected or even tortured and abused.
