  3. If the police are too scared with their military grade equipment, they could call in SWAT or even the National Guard. The fact that they make up excuses for doing nothing and are blase talking about child human trafficking among other crimes shows that they are intentionally allowing this to happen. I think that resident was right, they left her in there with a dangerous gang waiting for her to die along with the other low-income people housed or unhoused. If residents formed a militia and fought these guys, would they be put in jail all of a sudden? Probably. Probably charged with hate crimes or some nonsense. They shouldn't have to live in fear like that.
