So these people would rather not use a voucher to find their own private housing. I suppose it is very hard to find any, and they only give you two months to do so. The housing you find tends to be not great either. There are standards that should but met, but the same problems happen. The main thing the inspectors care about is how much stuff you have and whether the smoke detector is working. If you have mold, leaks, bugs, broken doors, they don't really notice it.
