  3. The city didn't care either. They are in on it. They are probably trying to make Plainfield upscale like everywhere else. The poor have no housing left. Landlords won't keep it up. $1,500 or more on 42 units is more than enough to pay for all expenses. They choose to use the properties to get rich and the city LETS THEM.
