  1. Can't they stick each of these homeless people in an apartment or room in a rooming house and then supervise the upkeep? Rousting them up and moving them along is prolonging the problem. People don't feel safe in the shelters and daytime drop-in centers. I think there needs to be a halt to gentrifying low incoming housing in order for people to find a place to live.
