  1. How about a guaranteed job with the city when you get out of prison, doing park maintenance, building maintenance, etc.? They would be like under the trustee system in prison but getting a wage like everyone else. I am sure there are a lot of useful odd jobs they could be doing instead of just throwing money at people. They have dignity too and want to earn their money.
