They ask you now on apartment applications if you ever sued a landlord, and if you did, you aren't qualified to rent. So, if you dare to assert any rights you are not welcome. You have to live there like and slave or a dog and take what you get. If you even say you don't like it where you live or they hear that you told someone that, they try to run you out. They don't care about maintaining properties or protecting rights. If you are on a voucher, they think they are already doing you some huge favor that you don't deserve.
This is why the poor are all over the sidewalks, and people still blame them. There is no accountability with landlords, inspectors, housing authorities code enforcement, etc. They all essentially do nothing to help, and they still get paid like entitled bums. How is this lady supposed to find another place and move now? The voucher is supposed to provide safe and clean housing, but it turns out you get whatever slum, dump or abusive situation they feel like giving you and you had better like it, or you can't have that either. People would rather live on the streets than in these places.
People want to blame politicians at the top for these problems, but the funds are there. It is the workers at the bottom who are abusing the system and not doing their jobs. They think who will listen to these poor mentally handicapped people, so they take advantage. The social workers at the agencies are basically paper pushers who don't care, so she is on her own solving this problem.
