If he knows where the homeless are, he could fill a backpack with premade trays or sandwiches and hand them out one by one with a bottle of water. He isn't being a menace to society. He shouldn't be fined or jailed. Everyone leaves trash and drug paraphernalia in the parks. How is an event that is run by people who are professional going to be leaving all that behind? I doubt they are shooting up at the picnic. It sounds like the city is making excuses with these anonymous complaints. There will always be complainers. The fact is these people have a right to gather and eat under the right to freedom of assembly. This might be the only positive thing in their life that happens on a Sunday. It makes them feel cared for. How is that the illegals come and are cared for, and Americans are told to do without? He could also maybe hand them gift cards to a local restaurant. I think the city is being cruel and unfair though. This can only be a positive to see people getting help and comfort.

When they used to hand out dinners in the NYC parks, anyone could walk up. It lent a great sense of community and of understanding different cultures. It was a good way to meet people with no judgment.

Sodom and Gomorrah were lawless and depraved but very wealthy. The sin that offended God most was that they despised the poor. He destroyed them for that reason. This is what the USA is acting like now. God will not be mocked, whatever a man sows, he will reap. People who are poor and bless the poor have such a peace in their homes like the blessing of God is with them. Anyone can help the poor. It is there as a means of receiving blessing for the rest of the people.
