The rotten thing is that they move in thinking that they can stay, then suddenly the rent shoots up and they really have no other options.

They took advantage of the tax breaks and then didn't live up to their obligations. All the housing director says is that they are moving in the right direction. How? What is different? These people rented under false pretenses thinking they could stay there. The one lady had her home so cozy, the other needs all that medical gear. What are they supposed to do, go live in a car or a tent?
