By profitable, they mean so they can live a luxurious lifestyle. They don't want to make a decent income; they want an exorbitant income. If they get tax breaks, half the units at least need to be affordable to even the very poorest tenants. A lot of what they call affordable still isn't very to most people. If you have more affordable units, you get a bigger tax break. Instead, it is a big scam where they build forty units, throw in ten affordable, and then as soon as those tenants leave, they are luxury rents again.
No one needs a luxury apartment. They need basic affordable, properly maintained housing. If they want luxury, they can pay for that separately. It shouldn't be forced on people or nothing. You can pay for a gym or pool membership separately, but that shouldn't be a prerequisite for being housed.
