Kidding aside, somewhere in my weed hazy mind I seem to recall something about "cruiser level armor with battleship level main battery" as a rule of thumb for the battlecruiser appellation . . . with apologies to Lord Jackie Fisher, for whom 'speed is armor'. * An avid "what iffer", I take it as a simple comparison. If a Baltimore class (or other type) heavy cruiser can sink you, you're not a battleship. Belt thickness is all well and good, but your bridge isn't protected by the belt's thickness. Nor are secondary batteries. But most battleships (including R Class) could endure a beating by a heavy cruiser (i.e.: 8"/50cal rifle armed) without heading for the bottom. Kongo? Not so much. Therefore, by my singular logic, Kongo is a battlecruiser unless or until its belt and general protection exceed wartime levels by a goodly margin. *Which might be rephrased as: "no armor is a kind of armor all its own".
