The performance of the SS PzGr divs, 1 (TK) and 2 (DR), during Zitadel seems reasonably similar to the regular army's GD div's performance. Is it possible that individual fanaticism might be less important than the tactical excellence of a unit's leadership? If we accept that the whole concept of Zitadel was rash, that German forces should've given it up and the units assembled for it employed to other initiatives, than-yes, Elan might've been a bad ersatz for operational or tactical excellence. If we move that culpabiulity upward, suggesting that, while as an exercise invading the Soviet Union might be interesting and reveal flaws in logistical planning, deciding to execute Barbarossa might've been literal evidence of rampant stupidity on the part of the German High Command. That might better be explained away as strategic imbecility, not tactical limitations or fanatical errors of judgement present in SS schutzen.
