  1. TIK: read Speer and also Doenitz's debriefing by the allies. They provide the standard narrative against which the exceptions you raise become relevant.

  2. Watching this again . . . Building U-Boote pens in Norway? Imagine the headache of trying to keep those U-Boote full of torpedoes, bunker oil, and deck gun ammo. It would put German transport shipping under pressure, rather than allied shipping.
