japan has not a lack of labor but it has an unforgiving character. aka it is really hard for people that ar homeless, lost their jobs had criminal delicts, been a member of yakuza or even hikikomori to get back into the society. Plus, the labor culture is not suitable for most foreign workers. So japan has to change their working policies before even allowing many workers in. Or establish companies which value the work life balance more than the old fashioned one.
