13:30 yes you are weong and black parents who teach this are also wrong. What you should do is turn on all your interior lights especially at night and open your windows at least partially. Also have your paperwork easily accessible and if you can readily available before they get to your or before you come to a stop. Keep spare light bulbs in your glove box. During 2020 I was approached by police 70x in 3mo. Now was it b/c I was black? NO!
Why? I was approached by as many white cops as black cops and female cops. As a matter fact two cops that got on my nerves one white. First thing he asked, are you on drug's? Second cop different encounter was black. He was a state trooper and shines a military grade flash light in my face so bright I was disoriented for the next 8min and he switch to a standard flash light after realizing he nearly blinded me. When I asked him about the other flash light he acted like I was crazy. It was rectangle in shape, square beam.
Mind you I'm an armed security officer, fire arms instructor and have never been convicted of a crime with a perfect driving record still to this day after 25 years of driving. The only ticket I've ever gotten was from a black man showing off in front of strippers at a car wash after I'd bought a used car without a front license plate mount. I'd just picked the mount up from my parents house, realizing I couldn't install it, I was headed to my uncle house for help removing the damage one. Packaging, plate, tools etc all in my front seat with a receipt that these things were just delivered on Memorial day no less. $70 ticket.
I was stopped by a cop on MLK day in 2019. The car I had was out of registration. Cop ask why hadn't I gone to MVA? It's a holiday sir, and this is a rental car. Oh, you're right. I'm sorry for stopping, my mistake. White cop.
The 70x I was approached, I was driving Lyft and parking in park and rides for 1-3hr breaks late at night between 10pm - 1am. The last cop I pretty much spoke my peace and from that point I've not been approached in 2yrs. Matter fact they now wave and keep it moving.
Prior to 2018 I've maybe had 3 run ins with police. Twice I speeding and left off with warnings. Maybe 10mph over the speed limit, nothing crazy. Been driving since age 12.
One thing that I do know, is police are people. Depending on the area the police have evolved differently, especially based on bad activity in those areas. I don't expect a Baltimore police officer to have the same demeanor as one in Annapolis. Just no. Baltimore is one of the highest crime and drug zones in the country. Annapolis is mostly rich old white people that own yatchs with a couple low income neighborhoods. Minimal gang and drug activity among 40 and younger. The crime that comes there, usually comes from Baltimore or D.C.
